Banner completion for fyifuse.com - repost

Currently our website makes money be the amount of banner ads business clients purchase. We need 2 things done on our site: 1. We don't have pay per click advertising on our website, we want to implement a first come first serve basis and the amount of views need to be distributed evenly among banners. Also the amount of slots in each banner cuts off at 25 per slot, which involves the city, state, category and sub category. 2. Also there is count down that takes place as businesses purchase banner slots. Make sure this count down from 25 remaining banner slots to 0 slots available is currently with the actual remaining banner slots. Just make sure the number is correct. 3. Also all banners need to fit the sizes that we allow for the banner space before being posted. Right now if a business client purchases an ad banner, they put any size picture in the advertisement and when they do it throws of the entire site dynamics. All uploaded pictures need to fit our offered sized and if a business client uploads a picture larger or smaller than our specified sizes then our system automatically resized the picture to fit our banner.
