Analyze MP4 Web Video - Recommend Proper Encoding Settings For Mobile Devices

Hello... I've produced an MP4 web video using Adobe Premiere CS5, embeded on a webpage using JW Player. This web video will play find on desktops, and mobile devices using Android 4... but it will NOT play on IPhones/Ipads or Android 2.X devices. I've tried many different export settings in Premiere to create a 2nd "mobile version" of the software with no success. I can encode a mobile video that plays on Iphones, etc, but it NEVER works on Android 2.X devices. I've also tried using HandBrake and Sothink encoding softwares to encode the uncompressed video into different formats...and can NEVER get it working on Android 2.x devices. I need someone to look at the current mobile version of hte video I have, and figure out WHY it won't play on Android 2.X devices...and tell me what I need to change to get it to play on most mobile devices...at least Iphones, Ipads, Android 4.X and android 2.X...and hopefully Windows phones too, which hasn't been a problem at all.
