I need a custom built behavioral ad network. We need Html5 video ads, normal and Rich media banner ads etc. All the ads need to be targeted behaviorally through an interests graph that would be aggregated from third party data and our own cookies or browser plug-ins, plus my way of receiving interests from users. We want all the advertising to be rewards based where users can retrieve offers and discounts from the advertisers.. We will need to be able to track things like cost per click, cost per impression and most importantly cost per engagement. Videos will need to have an option where users can decide whether to watch the rest of the video after a 5 second stream or click away like youtube. There will need to be a user friendly advertiser side, similar to facebook, where advertisers can target according to interests, and get a representation of the side of the audience. For example if the total audience was 200,000,000 users, by clicking on only targeting women, the audience size would automatically reduce to the actual number of women such as 100,000,000. It they then chose to target women interested in shopping, they would get a total size of 30,000,000 and so on.. The more specific the audience the higher the price of each impression or engagement would become and the lower the size of the audience would become. Each advertisement would need to include widgets or engagement metrics and a few other things.. And the advertisers would be able to pick the amount of times each user would be able to see each ad. There would need to be a cap on each ad, if that makes sense..... So would you be able to fit all those features within a 3 month timeframe and also without exceeding a $25,000 budget.
