Blocking access to our site in a country excluding our IP address

We wanted to block access to our site in a country. We will be doing this through .htaccess and giving country's IP ranges/CIDR.
e.g

Now the issue is our own 1 IP address (static) lies in the ranges (e.g in *14.192.128.0/19)* and we wanted to exclude our IP address from ban list however the rest of IPs in the range should remained ban.
P.S: Our webserver is apache.
