Custom Full Screen Web Browser

I need a custom web browser that will always run in full screen mode (no matter what windows popups occur it should suppress them, meaning the unused items on the desktop etc). It should work on Windows XP, XP embedded, Vista, 7, 8. It should contain these features: 1. It should download ALL files from a specified HTTP directory (it will get pointed to a directory, and the app will load the index page and download the list of files). 2. Check for updated files on a set interval. 3. Save the file timestamp when it downloads a file so it knows if there is a newer file on the server and if it needs to download it. 4. Show/Hide mouse 5. Custom 404 page 6. Default file (local) to load when the app is loaded. 7. Timeout to default file (after x seconds of inactivity, go to the default file) 8. Password to exit application (ALT+F4) - there should be no menu bar or buttons or anything. The website should be full screen. 9. Should use the latest chrome or firefox for the browsing engine. Should not be Internet Explorer. It needs to support the latest HTML 5. 10. All settings will be saved in a local XML file (see attached) 11. The server listings file is located at: [login to view URL] 12. All files should be downloaded to the same directory that the application resides in. Old content that is not listed on the server should be deleted from the local directory. All file paths are relative to the local directory that the application lives in. Example, if the default file is [login to view URL], then it will load the [login to view URL] file in the application directory.
