Automatic Translation Programme

I need someone whom would be able to create a programme that has an automatic punjabi to english translation that would be completely accurate. What I mean by accuracy is that the programme would need some artificial intelligence to choose the most appropriate word to suit the structure and tense of the sentence. It needs to contain all the words of the Punjabi language and be able to effectively translate either to or from english. It needs to also be offline, and of course, unlike something like google translator, be able to give a much more pleasant translation.
