Application Developer needed for Image Management Tool

Application Developer needed for Image Management Tool/Application.

I need a developer to create an Image Management Tool/Application.

The application needs to run on local machines and able to work through company internal network system.

It will require a User Name and Serial Number to setup/install.

This should be a small application, with minimal setup/installation and use minimal system resources.

Application will be used to organize, manage and sharing of icons within a development environment.

I am open to recommendations for platform or script/language to use to create this tool.

Ideally for Windows and Mac platforms, but I'm open to hear suggestions to support other valid case.

Play around with Adobe Bridge and you can get an idea of some of the functionality. Use as an example, NOT what I am looking for.

THE APPLICATION SHOULD SUPPORT:

Sort images by :

- size (px), type, format, tags, location, folder

Ability to:

- add created by, creation date, keyword tagging, metadata, 'create ID type', search, add comments, last modified, create folders, copy/paste into folders, print

Image sizes (in pixels):

- 12x12, 16x16, 24x24, 32x32, 48x48, 64x64, 128x128, 256x256, 512x512

- and self-defined (user enter size, or no size is set)

File types:

- GIF, PNG, ICO, BMP, TIFF

- MUST SUPPORT IMAGE TRANSPARENCY OF GIFs and PNGs, etc...

- mobile, tablet, desktop, software, 'create a type'

View by:

- number per page, by image size, project, relation

Background Options:

- white, transparent, black, 'choose background color'

Supports:

- in-place renaming, edit properties in-place
