bulk email program

I am looking for a bulk email program to either be built for me, Or I can use a pre-existing one already made. Looking for a windows based mailing program, that I can personalize my customers, meaning...I have lists that are full data records, with name email, address, city, state, xip, phone, etc. I need to place these variables in the ad, and this needs to be able to pull that information from the record I am mailing to. I am most of all looking for speed, with direct delivery. I am using T1 speed. I have many many many IP addresses thta I own as well. Please let me know, as I am looking for this program ASAP. Also, very important. This program must be able to rotate through IP addresses. Meaning, I can bind my IP's that I have, weather it may be 1 IP address, or 250 IP addresses to my machine, and then this program needs top have an area for me to ad these IP addreses to the program, and this will alow me to tell the program which IP addresses to rotate through. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Hopefully windows based, but will accept linux if need be.
