Determine where (geographically) a large internet company should put its next environmentally-friendly data center

Research what is most important to large internet companies when making their site selection decision for new environmentally-friendly data centers. Using that information, outline a "top-10" list of data center sites (cities in countries - "Chicago, Illinois" or "Paris, France" for example) for the next major data center. Give preference to sites in USA, as most large native tech companies like operating within US boundaries. Though not an exhaustive list, variables involved in these decisions typically include: A. Determining what relatively qualitative factors (safety from war/natural disasters, ability to use cold weather to chill servers, etc.) are typically taken into consideration, and how those factors change on country by country and/or state-by-state basis (vary by company; think "what is most important to Google/Facebook/Microsoft/Amazon") B. What new 'green' technologies are best utilized in which areas, and how much more effective are they than others in different geographic areas (i.e. wind is better than solar in Iowa, more effective than solar in Arizona), and how does their energy output compare to non-renewable (coal, oil, etc.). Please look into which new green technology is most effective (ie produces most usable energy) C. Looking into US tax breaks (sales and property taxes; typically state-based) and their financial impact on decisions. D. Determine how renewable energy certificates (RECs) and Energy Rebate Programs/'green tariffs' come into play in the decision E. Review Environmental Impact Assessments (EIAs) of past projects to see what determinations those outcomes were driven by F. Existing infrastructure/Network connectivity: what is access to the internet/power grid? How reliable is the supply of power? G. Real estate cost and permitting data: how much does it cost to build? H. Political climate? What areas are alright with data centers being built.
