crowdmap like - project

We would like to develop a new prototype site for research purposes that will use the Twitter design theme for mapcrowd. The new site should be fully implement on the cloud and must be written on Ruby/Ruby on rails or Python. It must use some kind of DB as well. We will provide more details before choosing the wining bidder.
