clone of website idea (php)

i would like to copy the idea behind [login to view URL] i would like for this to be done with php and NO database - so just flat files (xml/csv/text etc)to contain sections/links. Basically, the idea will allow the user to add lots of links to other sites - all created in an admin area - including the colors of the site and also the site name and description. in the admin area: add/edit/delete sections (e.g. Reload Bonus etc on example shown) add/edit/delete links in section change colors of site (cell background/text colour etc) OR CSS file change name and description of site (e.g. Poker Portal) please pm if you need any more instructions
