Customization of my classified ads script

I installed a free PHP classified ads script in my website, and I like the script but need to do some changes/improvements as follows. 1- I want to have the latest ads shown in the index page (latest 16 ads as per the design I will show you after awarding the project) and remove the moving line of latest ads (which is in the top of the page). The ads classification should be only in the right side, the body of the index page will be as mentioned above 2- The ads boxes should include the ad subject (two words to appear), first two lines from the body (say 5 words), country and city in one line, contact (either telephone or email), and clicks count. The design of the ads box and the ads details page will be provided to you after awarding the project 3- If the user clicks on any category to see all the ads under the category, the ads are to be shown in boxes of 4 rows and each row includes 4 boxes (sorted by date from new to old), older 16 ads are to appear in page 2 and so on. One banner above, and four banners in the left side (I should be able to add banners for the different categories from the admin panel) The layout design will be provided to you after awarding the project 4- Each ad is to be stored for 45 days; it should be deleted automatically after 45 days 5- In the admin page, I want to add a section to enable my-self send emails to all the members 6- I want to add the cities parameter which should make the search more easy, the cities should be linked to the countries, so once the user chooses a country, the cities under this country should appear to him. The search engine should also include the cities. I should define the cities from the admin page. 7- In the admin page, I want to see the email of the members (in the members’ management section) 8- I want to control the banners from the admin page, so that I can upload the pictures or flash files and they should appear automatically once I activate them, I should be able to put the effective start, end dates, URL, and client email, for each banner. The client should receive automatic email every week that includes report of the number of clicks by date. I should be able to see the report of count of banners clicks from the admin page. The uploaded banner should take the predefined size. 9- The members can create ads by filling in the subject (max 20 characters), body (max 300 characters), country, city (city not mandatory), and can attach photos (max 3 photos) with limited size (each 200 KB Max). I also want to change the design of the page that shows how the ads will appear, design will be provided to you once project is awarded. 10- In the script I have, there are two links that a member can use to see all its ads; I want to remove one of these links as they provide the same function. 11- I want to add “Report Violation” button to each add and reply so that anyone can report a violation to me (even if the reporter is not a member) 12- The members can delete their ads from their ads management page, however, I want to add a pop-up message that ask them to confirm the deletion, also after deleting the ad, the member should be re-directed to the page of his ads (which isn’t working now). 13- All pages should have the same colors, fonts, tables, themes, sizes, and margins used in the index page. I will provide you with the design I made. Please note that the interface language is Arabic, so if needed I will assist you to understand the translation. I hope the above is clear, and look forward to assign a competent programmer who has the commitment to deliver the work in quality manner within the agreed time frame, and for a fair price. The above requirements are just a start point; future improvements will take place continuously. Note: I had awarded this project to a freelancer previously but unfortunately he didn’t deliver. Therefore, I decided to cancel the project and post it again, I want someone who is dedicated and committed. Full payment will be released after completion (testing takes 24 hours from my side)
