Coding Bounty PHP Site

This project is to create a coder's bounty website. At this website, a project creator will post a particular coding problem they are having (along with any code they want to submit). The project creator will post the price they want to pay for the code. Coders can browse the projects, and if they find one they like, can “claim” the bounty. If they do, the project creator must provide advanced payment (to our PayPal account). Once this is done, coder is notified to start the project. Upon completion, coder submits code, it optionally runs through a source code analyzer, and project creator is notified to verify code was completed.
