I can provide the functionality you require. However, I would recommend using Ruby and a few select RubyGems. I can handle the database design, Ruby coding for XML to DB, create a Rails application for the administration and querying capabilities and delivery documentation on how everything works together. I would even make the program event driven which would require for you to just drop the XML files into a specific directory on the server and the application would take it from there an load the data into the system in real time, not in batch. (Unless batch is what you prefer). I would also recommend some backup and data retention policies/coding if you are interested. If you have any questions please don't hesitate to ask.
