Convert a WordPress template to Drupal 6.x

I'm looking for someone to convert a WordPress template to be compatible with Drupal's 6.x branch. The primary reason for doing so is that we would like to use the template we're using on our front-facing website to do some internal work (i.e. expense application, etc.) The finished product must be compatible with Drupal's CCK, Views, and Panels modules, at the very least, and must retain the drop-down menu styling found at the top of the page for Primary Links. Here is a screenshot of the template you'd be converting: [login to view URL] The four blocks at the bottom of the page must be blocks, and the links at the top of the page must be primary links in the same style. We will provide the code upon acceptance. We'd like to keep this project under $50.
