Build Word Press Website - Project 1

I need a Word Press master website builder. Must be able to build custom templates. He or she must be up to date on everything Word Press and can build a site from start to finish in 24 to 48 hours and do it dirt cheap: less than $50.00. Must be able to provide evidence of 10 websites that represents their best work. I need someone who can build fast, is reliable and is available Pacific Standard time. I need five websites over the next 90 days. I need an existing site under construction taken over and I need monthly website maintenance. Looking for long term relationship. First project will be test. The last freelancer failed the test. Experience webmaster only with big teams that can do volume and do it cheaply. No one man operations.
