alternate desktop for XP(repost)(repost)

Hi, Note: This is not really, as the title suggests, an alternate desktop. It's just a small program that might be described that way. I need a Delphi 7 program which opens a window where Windows shortcuts [icons] can be pasted into it. The icons can be placed anywhere in this window, and moved [dragged] to any place in the window as needed. With an option to select an image for the background (gif, jpeg, or bmp). Some other functions needed: The actual window area is nine times the size of the screen. In other words, in a screen of about 1024x768, there is that same amount of space off-screen to each side and above and below. Nine "panels" in all. Access to the extra areas of the window are by means of clicking onto a blank area of the window, causing a "hand cursor" to appear, and dragging the surface. In the upper right corner of this window, there needs to be a small box (see the enclosed image) showing a diagram of the nine panels of this window.... As the window surface is dragged to show different panel areas, the small diagram box shows the relative position regarding the entire nine panel area. Clicking on a panel in the small diagram box will display that panel. In the enclosed image are four buttons, with these functions: 1.) Display the entire nine panels [zoom out]. 2.) Lock the window so that the surface cannot be dragged. 3.) Lock the icons in the window so that they cannot be accidentally moved. 4.) The button with the "M" on it, is for memory. This button allows the current positions of the shortcut icons to be saved. This is a way to restore the icon positions if a user has moved things about but wishes to return them to the previous positions. Note: it's very important that the above functions all work smoothly, reliably, with low system resources, and be very stable. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Winows XP
