Database Driven Web site: Taking emails and putting them onto a web site

*I run a recruitment agency and I want a simple way to check whether an applicant has met the criteria for the job.*
Currently job applications are received as emails with a Word CV attachment. Applications to different jobs are identified by the unique job reference number in the subject line (e.g. ‘Application to TG1056’ ‘Application to role TG1057’).
**Goal of the software:**
- All applicants are automatically asked a number of quantitative questions related to that job (e.g. Do you have 3 years experience in sales?, Do you have a CIPD membership?).
- The answers are used to automatically order a list of applicants which is viewable on a web site.
**USE CASES**
**Client Use Case**
1. The client logs into a web site, sees a list of their vacancies, chooses a vacancy and then sees a list of applicants ordered based on how many questions they got right.
2. The client can (a) Open or save a single CV (b)Download one or more CVs (checkboxes by each one) (c)Click on a ‘report’ button which displays the list in print friendly format.
**MY Use Case**
1. Create a new client and assign password.
2. Create a new vacancy and assign it to a client (FIELDS=client reference vacancy number, our vacancy ref number, job title, up to 4 vacancy questions each with up to 4 multi-choice answers, one indicated as correct, priority of the questions (1,2,3,4)).
3. Go into any campaign - edit, add & delete applicants, flag or unflag an applicant (does nothing simply displays a flag icon on the list next to that candidate).
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
