Custom Windows 2003 DNS Application

I am looking for a custom Windows 2003? DNS application that can monitor an IP address, Server service or actual webpage? address and rewrite a DNS record if the monitored IP address, Server service or actual webpage is not responding. The re-written DNS record needs to be reloaded immediatley. Also when the original Monitored IP address, Server service or actual webpage becomes available again then the original DNS record becomes active. I want to use this for DNS based IP failover. I would prefer that this be written as a web application using ASP.Net and MS SQL Server to store the data. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows?
