A website for employers to know who not to hire

I am looking to start a website that can help businesses and employers know who not to employ. Employers/ business can look up a data base of people and see if the person they are hiring is who they say they are and have the qualifications they say they have. The information about the people they are hiring comes from other employers/businesses and other users that can anonymously upload details. I want this integrated into facebook and other social media sites And the information people are looking for or inputting into the database are called "lies" Essentially, when people lie about themselves for a job, or a position in a company, this is the way to comunicate it to other employers or businesses. It can also be used to identify cheaters and liars within relationships and dating. this is an idea for another website if the initial one works Target countries to start with would be Australia, US, and UK. Try and host this in a country where defamation cannot be directed to whoever makes this for me and myself. I only want a small simple website to start with but if it works and looks good i want to expand it very quickly and will pay for this.
