Server needs will depend on volume of messages being sent. Kannel or something similar can be setup and configured to run what you need to.

Dear Sir I will write the program in VS2010 (Visual basic). I need a pop 3 account and password. The list of emails can then be imported or preferably typed in, I will then use this list to send emails from the pop3 account (Images can be attached). The list will be saved for future use.
