Create a website and website systems

We need a website created, basically from scratch.
The website will consist of around 10 pages, and despite its small size, will require some reasonably complex systems, including the following.
- A registration system/user database that allows users to sign in with popular online services such as Facebook and Google
- A personal message system
- A notifications system, similar to that used by Facebook
- An automated emailing system, which emails users when they receive a notification, or if they have subscribed to our updates service
- A 'tagging' system, which requires users to select a category associated with their upload, saves these details in a database, and presents uploads of the same category alongside each other in our rating system
- A 'credit' system, using an algorithm that makes a user's uploads more likely to appear to other users to be rated the more uploads from other users they rate
- A 'comments' system for each upload
- A 'share' system, which allows users to share files uploaded by users on social media outlets
- A 'settings' system, which allows users to change their preferences for their account and for using the website
The basic premise of the site is that users upload pictures, videos and text to the website, and other users rate these uploads.
We are aiming to have a beta version of the site live on October 2nd. We would like to give this job to a talented team or individual who can create all of the systems above to a high level, and design a site that looks simple, clean, attractive and professional. We also need a freelancer who can be in very regular contact. Some aspects of what we're after may be difficult for us to explain, thus we're hoping the freelancer is able to create basic drafts, from which we can provide feedback and then work together on more intricate aspects. Additionally, we need to be able to make changes to the website ourselves once the project has been completed, and hope to be able to use the freelancer again in the future for any major site revisions.
If the freelancer is also capable of creating a mobile version of the site, or an app for iPhone and Android in the near future, this would be very desirable.
We will provide the winning freelancer with a detailed document explaining all aspects of what we need, along with diagrams.
