This software system will be an online-based CBT designed to convey information in a variety of formats to students of the academy. This system will be user-friendly for the students, but also powerful and intuitive for the instructors, who are responsible for adding courses and developing feedback (eg, tests, simulations, etc).
More specifically, the system will allow instructors to create courses either natively- which is preferred- or using commercial or proprietary support software, as well as creating supplementary resources like simulations, point and click scenarios, interactive content and tests. The student will complete the instructional material and take a test, which will result in a certificate that is saved in their profile and emailed OR displayed. More information as to the requirements are in the document below.
The system must allow and encourage communication between both students and instructors. There are three "types" of courses: public courses, which anyone may take, members-only courses, which only OSPA members may take, and special courses which may be accessed with a defined enrollment key. All courses require an account, but OSPA members will not need to create an account (as the system MUST pull information from their member's account with OSPA).
The current implementation of the academy uses Moodle as an LMS, and may be found at www.opsecacademy.org. The interface and student experience is insufficient. Many of the functions may be emulated from this current implementation; a username and password will be provided.

All requirements are in the attached document. I need a fully functional e-learning system for my website that allows single-sign-on (with another portion of the website) and be easy to use and to add courses.
In order to bid, the following elements must be clarified:
1. define how courses would be added by the instructor
2. ensure that your solution will work with [login to view URL] and allow single-sign on (as described in the SRS)
3. examples of similar work performed
After selection, but before work begins, a mock-up will be required to make sure that the interface is as expected. This course should be similar in function and appearance to high-quality e-learning systems, like used by skillport (images can be found online via google search) or universities.
