Auction Email notification by state

I am developing a website that will focus on Real Estate Foreclosure auctions. I purchased the shell site template a couple years ago. This will be the first of many 'projects' that I will need assistance with. I have a basic knowledge of html and graphics design.... and this project will require a data base be created and mantained. Here's a summary of how it will need to work. The visitor will request to be notified by email of upcoming auctions in a particular state by clicking next to a listed state. The system will then: 1. Store what state(s) that visitor clicked next to. 2. Store the email address of the visitor (for later use). 3.
