Alloy Wheel E-Commerce website

Need a quote for the following website: I havn't been given this job yet, but need an idea of what to quote the company. I have a very high chance of getting the job as its a family friend. This will be a Job for a freelancer soon. Its a website for a stockist selling Alloy Wheels to the UK public. The main area of the business is to promote the Alloy Wheel Referbishment area of the business, with the an online shop selling alloy wheels as a sideline but highly promoted. Need a Website that works with 123-reg PHP Version 5.2.17 Also needs to be Mobile Phone Friendly and Search Engine Optomised to be on the fist page of google!. Basic Layout - Black background, using the colors Purple, White and Gold win the site somehow. Header with company logo/banner, shopping cart and login on right side of header, also social networking links. Drop down menu below header, with main categories as Home, Shop, Services, Process, Wheel Finishes(Gallery), Contact Us Left Sidebar - Options for the category that has been clicked on. Right Sidebar - Advertising Banners. Pages: Home - A few sentences describing the company and what they do, below that some of the alloys they sell which takes you to the product page where you can buy it. Shop - Unsure currently how alloy wheels are sold, but i do know each Alloy is sold by size (eg 17") and also my make and model of the car its for. Needs a Cart function, users pay via paypal, with an Upselling function(customers also brought..). Services - Must be able to add custom text and images onto this page Process - As Above Wheel Finishes - A good looking gallery of pictures where the company has refurbished alloys. Contact Us - Basic Form Need to have a cart of some kind. Each item needs a item page with a description, cost with and without VAT, Picture of item, and Instock/Out of Stock function. Gallery of images the company has where they have refurbished alloy wheels. Admin Panel Add, edit delete different pages which add to the drop down menu Add, edit delete product info, prices etc. Customers Also brought.. when item placed in cart. Add/delete watermarked pictures with company logo on all uploaded pictures. Change Company Header Image, Change background color, Site Stats Also Quote separately for - An Affiliate Area that works! Each affiliate has their own unique code, each affiliate gets 5% of a sale for example, We need to be able to change the %
