Determine filesize of GIF images by reading them

I need a VISUAL BASIC programmer to write a simple program to determine the filesize of a GIF by actually reading the GIF file. This will require some knowledge of the GIF file format, as the program will essentially have to 'walk through' the GIF as if it was an image decoder, in order to properly find the "image terminator byte" (0x3B) - but you can't simply scan the file for that byte as it can occur in the image as well, which is why the program will need to read the GIF file as if it was a decoder. The only purpose of the program is to calculate the filesize of the GIF, not display any graphics.
