I need a programmer to code a proxy for me, so that I can use it in with an online client platform which works on WINDOWS,
that will DELAY the data that I'm receiving from the server for 10 seconds but also will not effect the request speed that I'm sending to the server.
What I mean is that I need something (not necessary a proxy), that will hold the traffic every time that comes from the server for 10 seconds and then sends me the delayed data.

I have Forex client platform that uses TCP connection with https over port 443.
As you might know, when I log-in to this platform, server starts sending live signals (numbers,values) to me.
I need to delay these signals 6-10 seconds. but when I make my order(sell/buy) on one of this late signals, I don't need any delay in sending my request.
