Determine last change date of a website and a picture deposit on server

Wp developer, can code php script to get: 1. "Last-Modified" header for image. 2. For WP pages (BUT pages aren't static files - generated output by WP from SQL DB - so there is no such "Last-Modified" header = must use something like [login to view URL] plugin first to ensure that WP addes last modified date in header first.... (so this can only for for blogs that have similar plugin).. Questions: - what are UI or script requirements?
