Custom CMS/Admin Panel for html website

Would like for a custom CMS/Admin Panel that can be integrated into a website and allow certain people to edit certain aspects of the site. This should be easy to integrate into other websites and should have features like: Be able to limit certain admin rights to certain functions such as a bulletin editor would only be able to access the calendar and the mass intentions. etc. Upload and be able to delete bulletin (.PDF format) that the cover will automatically be generated for. Example: [login to view URL] Have an area that is a calendar that can be edited by the admin to show current events, or upcoming events must have the feature of making text bold, underlined, highlighting the table Example: [login to view URL] Have "widgets" that can be activated/deactivated for the template such as Mass Intentions, Upcoming events, etc. Examples: 1: [login to view URL] 2: [login to view URL] Must be able to create Forms and apply to certain pages that users can fill out online and have the option if the property is set to true (Attach an image such as a certificate) and convert the filled out form to a .pdf and attach the uploaded image of the certificate to the next page. And send the finished .PDF to a specific admin or email. If you are unsure that you are unable to accomplish all of the tasks please do not bid.
