Design and create a job posting website

I would like help designing and creating a website that will match employers with employees for short term assignments. I need for employers to be able to post jobs in various categories, review applicant's profiles, and pay for the job through the website. For employees, I need them to be able to create profiles, upload resumes and references, apply for jobs, and receive payment. When a job is posted I want employer's to either set a fixed price or allow for an auction format. I would prefer for the site to be designed in C++ but I am willing to consider other options.
