Customized Keyboard input method

Hello, I have a personal project and my mission is to develop minor languages in the world, especially in Africa. this is my website.

Using Visual studio, I already built this desktop program

Now, I want the app to be able to work in

- any online textbox, (like email, facebook, messenger, even this text box I am writing in)

- one online version will be hosted on a page of my website ([url removed, login to view])

- Cellphone and Tablet (android, iphone, ipad, tablet, etc...)

- any offline textbox (like word, notepad, open office, etc...)

- I also want an enhance version of the desktop application I have already built.

NB. This is just one part among my many small small project. If this is successful, the developer will carry out my other projects similar to this.

PS. My budget for this app is less than 50 USD.
