Browser Based RPG Game

Long story short:

I'd like the basic framework put in place for me to design a game just like this (links below) I think it's a very simplistic and cool game, and it is for my own personal use. If there was an option for me to get the source code for this game and insert my own expansion pack I would, but unfortunately this is not possible. I want to add my own artwork and modify a few things, such as adding new ships and technologies.

The game has a pretty simple concept. It's all picture based. I will create the artwork myself; I just need the base code created. You click on an enemy and click Attack, select which ships and how many of each to attack with, and then the countdown timer begins to tell you how long it will take to reach the enemy. When the battle begins, all that happens is a complex series of mathematical calculations are run that take into consideration your shield tech level, your weapons tech level, etc., and those of the enemy. It's basically an engine that crunches numbers and outputs the result. If you lose your shields and then you're hit, and your hit points fall below a certain level then there's a % probability that that particular ship will be destroyed, etc. There is no animation (boring right? It's still a fun game), and the battle happens instantaneously.

You can increase your technology levels by building a research lab. When you select research lab and click Build, a countdown timer runs, and when it's done you are now at say, Lab 6. Higher labs cost more and take more time. You go into the lab and click on Weapons Tech, and upgrade it to the next level, and now your weapons damage increases by 10%, etc. This is the basic concept.

So in summary, I want a game designed just like this. I don't even need a complex GUI; I can spend the time myself to tweak it. I'll create my own artwork. I just don't have the programming skills required to build the database and the engine that makes things work. We can talk about all the features I'd like in it and work out a price. I have absolutely no idea how much something like this is generally run in terms of cost. I don't need someone to create 50 different battle ship classes with their own values; just one only, and then I'll use it as a template to create my own. So with that in mind I don't think this will be a ridiculously huge project at all.

Based on a few responses I have received I feel the need to clarify. I am not looking for a graphical game. I'm looking for someone to create a battle simulator engine of some sort. As for the tech upgrading, it will take an object, such as weapons power, and if you want to increase weapons power to the next level, it will look at your current level, determine that you need x amount of money, and it will cost x amount of time to do. Once it is complete then you are at the next level. I can do the graphics myself.
