Desktop Toolbar Development

I would like users to download a small desktop toolbar from my website. Once installed, it would reside on the desktop and would display information of the website admin's choosing. The administrator would be able to change this info on their own. The flow of information would be one way. The user would only have information displayed on the toolbar and it would not send any information back to the website. Also when the user moves the mouse over the toolbar it would open a small balloon (Not a Pop-up window) and show the information in that and needless to say, moving the mouse away will close the balloon. It would be similar to a stock or a live cricket, football match score ticker. It can be written in any programming language that is easiest and it should be able to be connect to the other website automatically to show/display whatever is entered by the website administrator. some various features:-- -Once running in idle mode, it will display some basic info, company name and or else -Once the user clicks it by left mouse button, it'll open up and show 20-22 lines of information being sent by the server -Once running it'll be "On Top" of all the other open windows -Right clicking on the application, in running or idle mode will show some basic and/or advanced features Please let me know in good detail what all information you want from me and I'll get the information as soon as possible to start with the winning bid. Platform i dont have any idea please suggest. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I dont know please suggest.
