Custom Home Page Code (JavaScript)

I require the following: JavaScript code or other code (not PHP) that will be? embedded into an HTML page that? will ask a user if? they would like? to set their homepage to [[login to view URL]][1] - then if they select it and set their homepage to [[login to view URL]][1] and then re-visit the webpage, then that? code would determine that their homepage was already set to [[login to view URL]][1] and? then not ask them again. I need this to work across all versions of Internet Explorer (5, 6, 7 and 8) and if possible, if ? there is code to also do this for Firefox, Opera, and Safari. Please provide? some examples of your work (some links to your website or other websites you have worked? on)? and time of frame as to when this project would be completed.
