Android app to send prewritten texts

I would like to have a simple Android application that enables a user to select one of about 20 prewritten SMS texts from a prepared list, probably on a spinner, and send the selected message to anyone who can receive text messages. Please look over the materials before bidding; I have a wireframe on ProtoShare and some other docs that may be helpful. It's helpful if you are working in Eclipse and have a developer phone for testing purposes. I have the account etc. to place the app on Android Market.
