Create a Wordpress Template for my site

I need a website/blog page done like this and installed in my wordpress [login to view URL] i need to be a blog style when users click on the tabs it take them on tab page (i want want the scroll down style tab) etc not a scroll down type of tabs... (its will hve about 5-8 tabs each tab will be its on page i need the conetent added ill provide the content) (also the page is mobile responsive) my budget is $10-$20 because i have lead pages i can simply just order the theme for 15 and add content myself but i don't have time and i need a few extra things added please don't bid if you want more $ or you can't complete this in the next 24hrs
