Create a Custom Wordpress Template based on Design

I need a custom design wordpress, with 1 or 2 custom plugin to show featured link.
Basically how it looks like is there is a news/magazine theme from somewhere which I do not have the complete theme pack to upload to my current wordpress, so you have to create it.
For the plugin, it is actually to allow me to put products link (from affiliate program) and link directly to that page. Example, a square box that will show 3 or 4 products with simple info like photo, name & price, which are completely the affiliate link to open in new tab/window.
For home page, there are category box that will { feature latest 3 articles, with bottom pagination of top 3 pages & last page }, this pagination link shown in each category box in home page, about 4 - 5 category boxes.
In short, there are 4 pages to custom design, 1-home page, 2-article/story content page, 3-categories page, 4-search results page.
