Build a job search site using simply hired xml api

I have been trying to build a site that points to my job board with little to know luck. I've decided to take this seriously and hire someone to build me a site using the Simply Hired XML API. The site needs to be built on my wordpress blog and needs the following features. - Job search feature with advanced search options - Ability for visitors to sign up for job alerts through email I don't have a huge budget so depending on how high the bids are this may need to be done in segments.
