Convert HTML to CSS in current template

I would like to limit the amount of code that is on my current template - id like to pull out all styles and put into style sheet, remove navigation menu and have it loaded externally - basically strip it down as much as possible. make it seo friendly. basically need to have the code as lean as possible and templates made so i can load a database into them OR simply do static html into them - have all the h1 tags, paragraphs, styles, links, photo sizes, etc all set so all i have to do is select a style and when i update my entire site, these get updated as well - pretty much like i have it now - but better. i need to have the main nav template done and also category pages done - such as [login to view URL] and [login to view URL] i would also like a template for this page - and i dont have one - strip out the tables and make it as lean as possible - for example: [login to view URL] like to have the menu load from an external file - php perhaps?? need to maintain seo - dont want to lose that - rather i need to improve on it - if you're good in that as well - that's a big plus. also need some other work done but these are most pressing - the other work is refer-a-friend button, form mailer for taking peoples health questions and submitting them to me electronicaly - etc.... thank you. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
