Add upload function via asp.net 2.0 to existing website.

Would like programmer to add upload to existing website utilizing asp.net 2.0. Should allow for large file uploads which are dumped onto server, but not presented back to the user for viewing or access(we only us internally). There are several free code bases to do this, and would consider a low fee if we need to buy something to bolt onto the website.
Upload:
Allow upload of file to location on the server
Upload progress would be preferred.
Send email (if filled in by uploader) to the uploader and mycompany address that a file has been added.
Should ensure a file of the same name does not already exist.
Should allow for blocking of file types (via a list)
Should allow limiting of file size if needed.
Test will be a 4 gig file for upload.
Cannot effect or open security for other websites on the IIS Server.
IIS 6.0 2003 Server 32 bit
Should be able to click upload graphic/link on our website, go to HTML style form (something we can customize), and ask user to enter email address, a note about upload, and choose up to 6 files to upload. Upon success of upload, email is returned to user with confirmation and a email is sent to our company advising new uploads. Email will include the above note and files names/sizes.
