ASP.NET 2.0 VB SQL Project

I am looking to get some help with a website I am designing. I’m currently writing it in Asp.net 2.0 VB and would like to have a professional write some of the more complicated controls and optimize the SQL Server database for me. 1. Design an Image upload control similar to the one at the following link: <[login to view URL]> so that users can select any image on their machine and the control will crop, resize, and save the raw image so that it is optimized for the web. 2. Develop an html upload control to go along with the image upload control so that users can upload their own html for the user description section of the listing, similar to how ebay and craigslist allow users to upload their own descriptions. 3. Optimize the SQL Server database. 4. Optimize the search query so that results are displayed as fast as possible 5. Setup a process for users to make online payments. 6. Setup the ability for sellers to receive forwarded emails similar to how craigslist works. 7. Improve the login control to collect more data from new users and link it in the database and allow them to remain logged in. 8. Setup zip code distance search ability. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
