Create simple shell plug-in for MS Outlook with fully automated installation

I'm looking for someone to develop a very simple plug-in for MS Outlook. It should be written in C# and use either COM or .NET (preferably .NET). The purpose of this plug-in is simply to demonstrate that it can easily install on various versions of Windows (XP, Vista) and Outlook (e.g., 2003, 2007). The only function that the plug-in need do is add a menu option to the menu bar that displays "Hello World!" when selected. All source code must be delivered. Even better if you can demonstrate auto-updates too.
