Build a HYBRID mobile app (iOS and Android)

I need this app QUICKLY so I need it to be built as a HYRBID app to save development time and costs. This app is an real-time jobs app that connect employer and applicants. The job is focused on CASUAL jobs like delivery riders, drivers, packers, waitresses, event helpers, crew etc. It is not for full-time jobs or digital jobs that requires special skills like marketing, designing etc. The app will send notifications to the applicant based on the SKILLS that are keyed into his profile and also his distance (based on location GPS) For this app, the only PAYMENT we collect is from employers when they buy credits to post jobs. To give you an example: EMPLOYER: 1. Employer needs delivery rider 2. Employer create account on the app + buy credits 3. Employer post job 4. Employer receives notifications for applicants who applied 5. Employer contact the applicant directly to arrange for meetup / interview APPLICANT: 1. Applicant wants to find casual jobs 2. Applicant signs up profile on the app 3. Applicant receives notification for job (the job matches the skills he filled up on his profile) 4. Applicant apply for job 5. Applicant receives call from Employer and arrange for meetup / interview
