Create mobile app for searching discounts and offers in a city

We are a software development company from Argentina. We are looking for somebody to make an mobile app for Android, Blackberry, Iphone and Windows Phone.
In the app the user can see discounts in diferents places, order by type of discount, 2x1, 20% off, discount by day, discount by area, search discount by name. Them it must be all listed and when they select one, must see place, name of dicunt, geolocalization, social network bottons to share. Also the app must connect to internet and download all new discounts, if there is no internet, the discounts must be show as the lsat conection to internet.
There also must be a push server information the user that they are new discounts.
The bid must be for all platforms (Android, Iphone, Windows Phone and Blackberry)
