Android and iOS Character Creation App for Era: The Consortium (Sci-Fi RPG)

Hi everyone, For my Tabletop RPG, Era: The Consortium ([login to view URL]), I am looking for a developer to write an application which assist with character creation, can store and export characters in app-readable and printable forms and allowed combat tracking within the game using characters stored within the application. I had a developer who already started on this, but he's unable to continue (external reasons, nothing to do with the project). I have the code that he wrote, and you're free to build on that. Ideally, I'm looking for someone with an eye for design as well to make sure we're not making design mistakes as I go with my best guess, but the primary work here is programming the engines from iOS and Android. In addition, a knowledge and understanding of how character creation usually works in RPGs wouldn't hurt, because you'll be computerising my tabletop game rules! My budget is around $500 for both (given much of the framework is already there), but I am happy for this to be split between 2 developers if necessary.
