Android GPS Game

Looking to see what it will take to design and code a Gps based Android game with the following components User creates profile and has Gps enabled Each user begins at level 1 and will level up based on experience in the game Gameplay consists of finding other game users in your area based on Gps Each player will have a base level of stats like attack and defense Game is like Tag. Each month, a new game will launch and one initial user is "tagged". this player must then seek out other players viewable through Gps map and tag them. When attempting to tag another player, that player is notified that they are being tagged and must defend themselves within a time limit. If not, they also become tagged and must seek out other players to tag. This is our first time trying to develop an Android game and would like to know how much it would be to develop and support a game like this.
