Android Application to Capture Photo and Location

I am looking for a developer to create an Android application + Simple web dashboard with following requirements:
- Application should support all major Android platforms
- Application should have Material UI
- Ability to integrate ads in the application
The scope and workflow of the mobile application will be as follows:
1. User will download the application from Google Play Store or an APK from Website
2. User will install the application on his/her mobile
3. After opening the application, user will see two buttons:
a) Submit - This button should allow user to capture or select a photo, capture approximate user location (with the help of GPS or WiFi or Mobile Network) coordinates and upload this data to the server along with timestamp, should provide ability to optionally add Name of the Person, Contact Number, Email Address. Confirm button will upload the data, Cancel button will come back to main screen.
b) Track - This button should show another screen where user will be able to see list of requests submitted with Timestamp, Coordinates, Photo Taken and additional information provided along with status of each request synced with online database.
Notes for for the Mobile Application:
- Location will be detected using existing Google Location Services\
- Captured or selected photo should be compressed before sending (Similar to Whatsapp image compression before sharing photos)
The scope and workflow of the web application will be as follows:
1. Home page - With logo, banner images, link to download application from Google Play Store or directly.
2. About Us - Will explain all the features of the tool
3. Contact Us - Will provide interface to contact developer, administrator, owner etc.
4. Dashboard Login - will be used to login to administrative dashboard interface
5. Dashboard List View - Logged in users will be able to see all the requests submitted by users along with timestamp, image, additional information provided by person.
6. Dashboard Map View - Logged in users will be able to see all the requests submitted by users as pins dropped on the map based on the coordinates. After clicking on the pins, he will see photo along with timestamp and additional information provided. This will be not redirect user to new page, the info will be shown in the popup.
