Assistance in coding a decision support system for the placement of network towers.

I would like to create a decision platform where the user will be able to input the 1) Number of facilities, 2) The radius of the frequency the facility is capable of emitting, 3) Which algorithm (I have two I will be using) they would like to use, 4) The data ( I have specific data that I will be using but the idea is to be able to input any data pertaining to the user, the format of the data is dted- digital terrain elevation data). I have attached a picture of the GUI I have created for the inputs but the code behind it all is still missing. Once the choices are made by the user the program should run the algorithms with a random first solution and perform neighborhood searches with the objective function being 'Line of sight' (The more visible the towers are the better the frequency coverage) and compute the final two objectives , 1) Total coverage and 2) The mutual coverage of the facilities and plot them on a graph (Pareto optimal front, (1-Y axis and 2- X axis)) where the user will be able to choose their most favorable option. The program should terminate once both objectives are not improving significantly.
