Hi, Matt here and can help you (webmastering and in Internet marketing for 22 years).
The project budget is small (I would have to pay the whole just for one started recording hour of a professional studio with Australian voice overs). So you should provide a voice over.
Do you have a script e.g. storyboard (what will the voice over say)? If not, I might create it, pretty much know YouTube marketing video techniques.
For the video itself I offer either "scribed" video (as hand scribing it on the paper - made with a software, not manually) or montage of animated images - can be mixed with sceenshots of your web design projects - and captions. E.g. VideoScribe and ProShow Producer type of videos (you can check these tools I'm using).
The third option would be "kinetic typography", words animated, rotated and moved with occasional (animated) vector images. But that would take a longer time, a week or more.
Thanks for reading up to here. You would need to provide all digital images you want to include, logo and/or other assets. Otherwise I can include (royalty free and possibly low-priced) quality stock photo images as well.
The deliverable would be Full HD and 720p (a.k.a. YouTube HD, 1280x720 pixels) video in best quality QuickTime and MP4.

P:S: No, I don't have a vast portfolio of video, do more consult companies for YouTube marketing. Yet I can do a lot of videos and made several screencasted courses, including two on Udemy.
