Convert GMT0 to DST time for past dates

In a Database I have Dates and Times during 5 years period. These time/dates were saved using GMT0.
In Chile, we are in GMT -3 zone in winter and GMT -4 in summer.
I need to get '-3' or '-4' for each date/time (so I can use it to substract times). This is for using in an ASP.Net C# app.
I have been recommended to use Javascript but I am not a JS developer, but if it can be easily deployed to my [url removed, login to view] page it is fine.
The test to complete this project will be:
Test 1:
I provide a GMT0 summer date with time like: 13-February-2012 17:01
The result should be: 13-February-2012 13:01 (a substraction of -4 because it is summer)
Test 2:
I provide a GMT0 winter date and time: 13-August-2013 17:01
The result should be: 11-August-2013 14:01 (a substraction of -3 because it is winter)
